City Council Package - August 2026
City Council will consider two components of this project during a hearing on Sept. 24 at 2 p.m.
- The Recommended Draft, which represents Planning Commission's recommendation to City Council on zoning code and Comprehensive Plan amendments.
- The Bulk Fuel Terminal Capacity Reduction Regulations, - or Capacity Reduction Program for short - which proposes a 20% reduction in fuel storage capacity by 2035. This program would be implemented through Title 17 – the Public Improvements Code.

Submit testimony
There are two ways to submit testimony to the City Council:
- Submit written testimony through the project's Map App by Wednesday, Sep. 24 at 2 p.m. Written testimony for the Recommended Draft and the Capacity Reduction Program will be accepted separately.
- Give oral testimony at the hearing on Wednesday, Sept. 24 at 2 p.m. Registration for oral testimony will become live on the Council Clerk's website on Friday, Sept. 18 at 9 a.m. Sign up for project updates to be notified of when oral registration goes live.
