About the CEI Hub Policy Project
The Critical Energy Infrastructure (CEI) Hub Policy Project aims to further regulate bulk fuel facilities and support safety upgrades to reduce risks in the event of an accident or earthquake. This will be accomplished by updating policies in the Comprehensive Plan and amending the City code. The project is also convening local, state and federal agencies to strengthen coordination needs to improve risk mitigation and response efforts among various agencies regulating the CEI Hub.
What is the CEI Hub?
The CEI Hub is a six-mile stretch of industrial land in northwest Portland along the Willamette River that stores 90% of Oregon's liquid fuel supply. Studies show that this area is vulnerable to earthquakes and other natural disasters, posing human health and environmental risks.
About the Proposed Draft
The Proposed Draft outlines the draft policy and City code amendments to support risk reduction at facilities, prohibit expansions at existing terminals, and require a 20 percent drawdown of existing fuel storage tank capacity at the CEI Hub by 2036.
This proposal reflects the robust public response to the Discussion Draft alternatives, with many commenters expressing a desire for fuel storage capacity reduction targets that go beyond 17 percent.
Other key elements of the proposal include:
- New and revised Comprehensive Plan policies related to the CEI Hub that support emergency preparedness, climate resiliency, and environmental protection,
- A prohibition on the expansion of storage tank capacity for all fuel types in the CEI Hub,
- Allowing for the transfer of fuel capacity from one site to another at another 20 percent reduction, under limited circumstance,
- Limiting the expansion of infrastructure that transfers fuel between storage tanks and different modes of transportation, also known as transloading infrastructure.

How to submit testimony
The Proposed Draft will be considered by the Portland Planning Commission during an upcoming hearing on Dec. 16. Two ways to submit testimony to the Planning Commission:
Submit written testimony through the project's Map App by Friday, Dec. 19 at 5 p.m. or by U.S. mail.
