Planning Commission makes a recommendation to City Council to limit fuel storage expansion at the Critical Energy Infrastructure (CEI) Hub

The recommendation comes after the Planning Commission considered hundreds of public comments and months of work sessions. Later this year, a Recommended Draft that incorporates the Planning Commission's amendments will be published ahead of City Council deliberations.

The Planning Commission hears testimony for Critical Energy Infrastructure (CEI) Hub Policy Project

The Planning Commission heard testimony on the Proposed Draft of the CEI Hub Policy Project and will deliberate on a recommendation to City Council during work sessions in January and February. Written testimony will reopen from Jan. 13 to Jan. 23.

Give testimony on proposed amendments to reduce fuel storage capacity at bulk fuel facilities in northwest Portland

The proposed amendments will further limit capacity expansion at the CEI Hub with revisions to City policies and code. New regulations will require a 20 percent reduction of fuel storage capacity by 2036. You are invited to submit testimony for a Planning Commission hearing on Dec. 16 2025.

The Critical Energy Infrastructure (CEI) Hub in northwest Portland stores 90% of Oregon’s liquid fuel. The City of Portland invites public comments on preliminary alternatives for regulating the development and support the safety of these facilities. Comments are welcome through Friday, Oct. 17.
