What is the Affordable Housing Opportunities Project?
The Affordable Housing Opportunities Project (AHOP) proposes zoning map changes to select sites across the city to help meet Portland’s urgent need for affordable housing. This project is an important component of Portland’s Housing Production Strategy and is listed as a key action item to promote affordable housing.
This project focuses on properties owned by nonprofit housing providers and public agencies to create and preserve more options for affordable housing. These organizations already play a critical role in delivering and preserving affordable housing, and AHOP aims to remove zoning barriers to help them do more. The AHOP project is not intended to consider broad zoning changes or revise zoning for properties not owned by non-profits or public agencies and is not amending Zoning Code regulations
About the Proposed Draft
The Proposed Draft outlines the project’s recommendations. It builds off the robust community engagement activities earlier this summer and summarizes how public feedback has been integrated into the current proposals. Comments included general support for expanding affordable housing opportunities. Most proposed zoning changes received no public opposition, with the exception of community concerns related to three sites. Responses to these comments are included in the Proposed Draft.
During Discussion Draft public comment period, the project team received requests from Rose Community Development Corporation (Rose CDC) for zone changes to a couple of their properties to allow for additional future affordable housing. These include Beyer Court and Greenview Terrace – both located within designated mixed-use centers and near light rail stations. These additional zoning changes have been integrated into the Proposed Draft.
How to give testimony
The Proposed Draft will be considered by the Portland Planning Commission during an upcoming hearing on Aug. 26. There are two ways to submit testimony to the Planning Commission:
- Submit written testimony through the project’s Map App by Tuesday, Aug. 26 at 5 p.m.
- Give verbal testimony at the hearing. To submit verbal testimony, pre-register for the meeting by Monday, Aug. 25 at 5 p.m.
