The City of Portland is seeking public input on the Affordable Housing Opportunities Project (AHOP), a new initiative to expand opportunities for affordable housing development on sites owned by non-profit housing providers and public agencies. Comments are welcome through Tuesday, July 8, 2025.

What is the Affordable Housing Opportunities Project?

The Affordable Housing Opportunities Project (AHOP) proposes zoning map changes to select sites across the city to help meet Portland’s urgent need for affordable housing. The project was informed by the success of earlier efforts, such as the Expanding Opportunities for Affordable Housing project, which focused on zoning changes for faith-based and community organization properties.

AHOP focuses on properties owned by nonprofit housing providers and public agencies to create and preserve more options for affordable housing.

These organizations already play a critical role in delivering and preserving affordable housing, and AHOP aims to remove zoning barriers to help them do more.

The project Discussion Draft outlines the project's recommendations. It includes proposed zoning changes, information on how sites were selected, and how these changes align with Portland's housing goals.

Give feedback on preliminary recommendations

  • Share your feedback by Tuesday, July 8, 2025 at 11:59 p.m. Community members are invited to review the draft and provide comments through the MapApp, an interactive online tool that shows each proposed site and allows users to leave location-specific feedback.
