City of Portland invites public testimony on a recommendation to increase the supply of affordable housing

The latest draft of the Affordable Housing Opportunities Project has been released for public testimony. The project is scheduled for a hearing at City Council’s Homelessness and Housing Committee on Tuesday, Jan. 27. Next, the committee will forward their recommendation to the full City Council.

What is the Affordable Housing Opportunities Project?

The Affordable Housing Opportunities Project (AHOP) proposes targeted zoning changes to sites across the city to help meet Portland's urgent need for affordable housing. The project was informed by the success of earlier efforts which focused on faith-based and community organization properties.

AHOP focuses on changing zoning and Comprehensive Plan map designations for sites owned by non-profit affordable housing providers and public agencies. These organizations play a critical role in delivering and preserving affordable housing, and this project aims to remove zoning barriers to help them do more.

About the Recommended Draft 

The AHOP Recommended Draft is now available online. This draft marks a significant milestone – it represents the Portland Planning Commission's recommendation to City Council.  

On August 26, the Portland Planning Commission voted unanimously to support staff recommendations for land use map amendments, acknowledging that the proposed changes will help address Portland's critical need for more affordable housing.

There are two ways to submit testimony to City Council:

Testify orally at the Homelessness and Housing Council Committee hearing. The hearing will be held on Tuesday, January 27, 2026.  You can register online or over the phone by calling 311. The agenda and a link to the oral testimony registration will be available the Thursday before the hearing. Keep an eye on the Council events page for more information. 

Submit written testimony.  We encourage electronic written testimony via the Map App, but written testimony can also be submitted via U.S. Mail. Written testimony must be received by the time of the hearing and must include your name. If you wish to receive a mailed notice with project updates, you must include your mailing address.
