The Recommended draft has been released for public testimony. The draft represents the Portland Planning Commission's recommended to City Council.

There are two ways to submit testimony to City Council:

Testify orally at the Council Committee hearing. The hearing will be held on Tuesday, January 27, 2026.  You can register online or over the phone by calling 311. The agenda and a link to the oral testimony registration will be available the Thursday before the hearing. Keep an eye on the Council events page for more information.

Submit written testimony.  We encourage electronic written testimony via the Map App, but written testimony can also be submitted via U.S. Mail. Written testimony must be received by the time of the hearing and must include your name. If you wish to receive a mailed notice with project updates, you must include your mailing address.
