Request for Information (RFI) from Prospective Project Managers in the Oregon Community Solar Program

Community solar has been a priority at the Bureau of Planning and Sustainability (BPS) since 2012. This emerged out of the recognition that the bureau’s work in renewable energy was not leading to equitable access or outcomes for people of color, low-income residents, or Portlanders who aren’t able to install solar on their own rooftops.

To aid a just transition to a fossil-fuel free future, BPS has advocated for the Oregon Community Solar Program (OCSP) since it began, with the passage of SB 1547 (2016.) After several years of rulemaking and program development, the OCSP began accepting applications for project pre-certification on December 21, 2019.

The City of Portland now seeks community solar projects to support as a major (anchor) subscriber, with a preference for projects that 1) align with BPS values and priorities, and 2) would qualify for the OCSP’s Designated Project Carve-Out as small or nonprofit-led projects.
