Commercial Building Energy Annual Reporting Requirements Suspended for 2021

As many building owners and managers continue to face challenges through the ongoing pandemic, the City will not require annual report submissions for the 2021 calendar year. Commercial building energy reporting will resume with the 2022 calendar year.

Building managers can continue using ENERGY STAR Portfolio Manager to track energy usage information and keep building records up to date. However, you do not need to submit a report for this calendar year to the City of Portland for the April 22, 2022 deadline.

You can still obtain aggregated energy usage data from your utilities by submitting a request. Reporting will resume the following year, and the next deadline for reporting will be April 22, 2023 for reporting on the 2022 calendar year.

If you manage a building with four or fewer tenants and typically request energy usage data from your utility, make sure to collect data release forms from any new tenants vacating the building in 2022. This will make the next cycle of energy performance reporting go quickly and smoothly. Please make sure your building's contact information is up to date in order to receive reminders when reporting resumes. You can update building contact information at any time by visiting our Contact Update form.

Add bps@portlandoregon.gov and energyreporting@portlandoregon.gov as approved senders to your email service. The City will send a few emails to building managers over the course of the next year with updates. Managers of buildings with demonstrated poor energy performance may also receive a few additional details providing additional diagnostics and resources for improving building energy performance.
