Digital Inclusion Fund Grant Opportunities – Office Hours

The City of Portland's Bureau of Planning and Sustainability (BPS), through its Community Technology Division, is hosting a series of virtual office hours to support applicants interested in the Digital Inclusion Fund grant opportunities.

These office hours are an opportunity for small businesses, nonprofit organizations, and community-based organizations to learn more about the two grant programs currently accepting applications and to ask questions about eligibility, project ideas, and the application process.

Office Hours Schedule

Community Technology staff will host the following virtual office hours. Attendees may join any session that fits their schedule.

  • January 28: 12:30 p.m. – 2:00 p.m.
  • January 30: 12:30 p.m. – 1:30 p.m.
  • February 3: 11:00 a.m. – 12:00 p.m.
  • February 10: 4:00 p.m. – 5:00 p.m.
  • February 13: 10:30 a.m. – 12:00 p.m.
  • February 17: 3:00 p.m. – 4:00 p.m.
  • February 23: 2:00 p.m. – 3:30 p.m.
  • February 27: 2:30 p.m. – 4:00 p.m.

About the Grant Opportunities

Through the City's Digital Inclusion Fund, Community Technology is offering two competitive grant opportunities designed to advance digital equity, community development, and economic mobility in Portland:

Veteran Tech Readiness Small Business Grant

This grant supports military veteran–owned small businesses with funding to strengthen digital capacity through technology purchases and digital skills training.

  • Award amount: $20,000
  • Number of awards: 3
  • Eligible uses: hardware and software, digital skills training, technical support, digital marketing, cybersecurity, and high-speed internet

Building Digital Bridges: Community Development Grants for SOVC Organizations

This grant supports nonprofit and community-based organizations serving Survivors of Violent Crimes (SOVC) by funding digital skills training, device access, and internet connectivity to promote safety, independence, and economic mobility.

  • Award amount: $140,000
  • Number of awards: 1
  • Eligible uses: digital literacy and safety training, workforce development, devices, high-speed internet, and trauma-informed digital inclusion programming

  • Application deadline: March 2, 2026 at 2:00 p.m.

Applications must be submitted through the City of Portland grants portal.
