Sample RFS forms and information can be found here. This information is intended to help covered entities anticipate what will be required. While these sample forms are based on the administrative rules, BPS may make changes to the form structure and questions before they are finally released.

All covered entities need to select a compliance option by July 1, 2024. Learn what information you will need to know and what questions you will be asked during this process.

Select your compliance option

Covered entities can select the approach to the carbon intensity (CI) standard that best fits their business practices. The final Compliance Options Selection Form will both allow businesses to make their own selection while guiding them through the process.

To get started, we have provided some basic questions to help you decide which compliance option is best for your business:

The answers to these questions, as posed below, will help you identify which of the compliance options is best for your business. However, you can also bypass these questions and make your own selection based on your business needs.

Decision tree that asks, "do you have a fuel pathway code?" if yes, it asks "are you averaging the CI value?" If the answer to that question is yes, choose Delivered Fuel Summary, if no, it's Product Transfer document. If the answer to the fuel pathway code question is no, it asks "are you working with a fuel importer?" If yes, the option is Book and Claim. If no, it asks "Are you a wholesale purchase-consumer?" If the answer to that is yes, it's PTD with supplier contact; If no, talk to your supplier.
