Welcome to the Portland RFS program. We want to make compliance with the RFS program as easy as possible. Covered entities can find quick links to the most important RFS information on this page.

Register for RFS Database and select a compliance option

All covered entities were required to register and select a compliance option by July 1, 2024. If you have not already registered, please register immediately to avoid enforcement procedures. 

Moving forward, covered entities have the option to select or change their compliance option by the start of the compliance period, which is January 1 of each calendar year. Furthermore, BPS will notify covered entities by October 31 of each year with the option to select or change a compliance option.

Review the renewable fuel requirements

These renewable fuel requirements for retail diesel sales are now in effect. The dates and requirements for this program are as follows:

In accordance with the percent volumes mentioned above, all biodiesel and renewable diesel must have a carbon intensity equal to or less than 40g CO2e/MJ as certified by DEQ’s Clean Fuels Program, approved carbon intensity values.

Select your compliance option

The answers to these questions, as posed below, will help you identify which of the compliance options is best for your business. However, you can also bypass these questions and make your own selection based on your business needs.

Decision tree that asks, "do you have a fuel pathway code?" if yes, it asks "are you averaging the CI value?" If the answer to that question is yes, choose Delivered Fuel Summary, if no, it's Product Transfer document. If the answer to the fuel pathway code question is no, it asks "are you working with a fuel importer?" If yes, the option is Book and Claim. If no, it asks "Are you a wholesale purchase-consumer?" If the answer to that is yes, it's PTD with supplier contact; If no, talk to your supplier.
