City Council adopted amendments to the Renewable Fuel Standard (RFS) in 2022 that increase the percentage of renewable fuels sold in Portland, reaching 99% renewable by 2030. The code changes also added a carbon intensity standard, ensuring that only low carbon renewable fuels are sold.
