In 2006, City Council adopted a Renewable Fuel Standard (RFS) to reduce dependence on fossil fuels by requiring Portland fuel retailers to sell blends of biofuels. BPS is now updating the RFS due to changes in fuel markets and State policy, and to meet the City’s 100% Renewable Energy Resolution.

Renewable Fuel Requirements Start Soon

New renewable fuel requirements start July 1, 2026. All diesel fuel sold in Portland will need to contain at least 50% biofuel as well as meet the carbon intensity requirements.
