The City of Portland’s Home Energy Score ordinance remains in effect. Starting in March 2020, the City of Portland temporarily suspended enforcement of the requirements due to the global pandemic. This means home sellers still need to get a Home Energy Score, but the City is not going to send out violation and fine notices to non-compliant homes for the time being.
This is a temporary situation in response to an unprecedented public health crisis. It is the City’s intent to begin enforcement again as soon as prudent. In order to make this decision, BPS is continuing to monitor a number of indicators, including the City’s emergency declaration, and state and county public health guidance. We are also aligning our approach with that of other City bureaus that similarly oversee activities within homes, for example, the Bureau of Development Services.
