The public is invited to submit comment on the proposed administrative rules for Gas Leaf Blowers. This public comment period seeks input on BPS's proposed administrative rules. This rulemaking process will result in permanent rules effective upon adoption.

The proposed rules include:

  • Prohibiting the use of gas-powered leaf blowers within the City of Portland starting January 1, 2026;
  • Establishing a phased timeline for implementation;
  • Setting enforcement and penalties for violations; and
  • Outlining exemptions and process for appeals.

Policy History

The City of Portland began exploring restrictions on gas-powered leaf blowers in response to community concerns about air quality, noise, and public health impacts. Gas-powered leaf blowers emit pollutants and noise levels that can negatively affect residents, workers, and the environment.

In 2023, City Council directed the Bureau of Planning and Sustainability (BPS) to develop a policy framework to phase out the use of gas-powered leaf blowers within city limits. This effort aligns with Portland's Climate Emergency Workplan and the City's commitment to reducing carbon emissions and improving livability in neighborhoods.

BPS drafted administrative rules to guide the transition away from gas-powered equipment. The rules establish timelines for implementation, define allowable electric and battery-powered alternatives, and outline enforcement and compliance requirements.

Process

Stakeholder engagement was completed with community members, large institutional property owners, and landscaping professionals. The ordinance was shaped by input from the public, private and nonprofit sectors. Public comment was open January 17-31, 2024, and the ordinance was passed by Portland City Council on Wednesday, March 13, 2024.
