Join Bureau of Planning and Sustainability (BPS) staff at this information session and learn more about the proposed administrative rules for the Equitable Gas Leaf Blower Phase-out project.

Background 

The public is invited to submit comment on the proposed administrative rules for Gas Leaf Blowers (Title 17). This public comment period seeks input on BPS' proposed administrative rules. This rulemaking process will result in permanent rules effective upon adoption.

The proposed rules include:

  • Prohibiting the use of gas-powered leaf blowers within the City of Portland starting January 1, 2026.
  • Establishing a phased timeline for implementation.
  • Setting enforcement and penalties for violations.
  • Outlining exemptions and process for appeals.
