Be Advised: Third-Party Commercial Energy Program Solicitations

City of Portland is aware of recent communications from some third-party service providers that contain inaccurate information regarding compliance status, deadlines, and/or Portland benchmarking program requirements.

These solicitations are designed to look official, but they are not from the City. If you receive a solicitation from a third-party service provider, please first ensure that your building is included in the City of Portland’s report requirements

Portland's policy requires commercial buildings 20,000 square feet and larger to incorporate the following practices:

  1. Track energy performance information using ENERGY STAR® Portfolio Manager®, a free web-based benchmarking tool that computes a performance score ranging from 1 to 100, comparable to other buildings with similar characteristics.
  2. Report this information to the City of Portland on an annual basis.

It does not include residential properties, nursing homes, places of worship, parking structures, K-12 schools, industrial facilities or warehouses. Check our interactive map to see if your building has submitted a report in the past.

Official City of Portland notices come via email and letters. Email communications from the City of Portland about commercial building energy reporting compliance are sent from a Portland.gov email address. Program notifications and warning letters sent through the postal service prominently feature City of Portland’s logo and never request payment for services.

As a building owner, you are welcome to use professional assistance for your reporting and verification; however, it is not required. These helpful instructions are designed to help property owners complete this process simply and efficiently.
