Follow up on PCEF RFP #2 post -decision 45-day risk assessment and mitigation

During City Council’s 2nd reading of the Portland Clean Energy Community Benefits Fund (PCEF) RFP #2 recommendations, Commissioner Rubio directed PCEF staff to conduct an additional 45-day review for all 65 grants approved for funding prior to the City distributing any grant funds or executing any grant agreements. This memo outlines and describes the outcomes of the additional review staff conducted during the 45-day review.
