About the PCEF High Road Advisory Council

This 11-member advisory body provides guidance to PCEF staff on workforce and contractor development.

The High Road Advisory Council members are selected from a robust application pool and represent diverse areas of expertise across PCEF's funding areas including energy efficiency, renewable energy, regenerative agriculture, green infrastructure, workforce development, and contractor development.

Applications Now Open for the High Road Advisory Council

The Portland Clean Energy Community Benefits Fund (PCEF) is now accepting applications for the High Road Advisory Council (HRAC). We're looking for community and industry leaders who want to help shape a stronger, more inclusive clean-energy workforce in Portland.

As a council member, you'll advise PCEF staff on how to support local workers and contractors so that climate investments create real, equitable economic opportunities. If you have experience in the trades, contracting, equitable procurement, or climate-related industries — and a commitment to community — we'd love to hear from you. The application period is open Nov. 21, 2025, through Jan. 23, 2026.
