The Portland Clean Energy Community Benefits Fund (PCEF) has an open request for proposals from qualified consultants and firms to provide important capacity-building services to organizations working on climate action in Portland. We will award multiple 'on-call' price agreement contracts across four key service areas:

  • Financial Management Services
  • Leadership, Strategic Planning, and Human Resources Services
  • Technology and Data Management Services
  • Project Planning, Reporting, and Storytelling

Attend an optional pre-proposal meeting happening virtually on Microsoft Teams on April 15 at 10:00 a.m. Proposal submission will not be contingent upon attendance.
