Background 

PCEF is a City of Portland program that generates $100 million annually to fund programs and projects that address climate change while advancing racial and justice. At the direction of Portland City Council, PCEF is developing a 5-year Climate Investment Plan to guide the investment of PCEF funds to achieve major carbon reductions in ways that benefit those most impacted by the climate crisis. 

We previously published the preliminary draft of the CIP to start the feedback process. We engaged nonprofits, industry experts, subject matter experts, the general public, and our public partners. The comment period ended April 7, 2023. From this feedback, we strengthened the plan to issue the CIP full draft for additional input.
