Welcome
The Portland Clean Energy Community Benefits Fund (PCEF) invests in climate projects designed and led by our community. Together, we are:
- Reducing carbon emissions
- Creating economic opportunities
- Making our city more resilient as we face a changing climate
Climate projects − like energy-efficient upgrades that make apartment buildings safer and more comfortable during extreme heat, and tree planting to increase shade in neighborhoods − help ensure our most impacted residents are prepared for a changing climate as we support the City’s goal of net-zero carbon emissions by 2050.
Accountability and transparency are critical in addressing climate change urgently and equitably.
All PCEF investments − Community Responsive Grants, Strategic Programs, Mini Grants, and Cooling Portland − are tracked and measured for program progress and outcomes.
- Transparency. Climate change is a global crisis, so we are committed to sharing our progress openly so that other municipalities can learn from our efforts, and our local community has visibility to our investments and outcomes.
- Measurement. Each program contains key metrics with which to evaluate progress and success.
- Reporting. Grantees’ programs have their own distinct timeline, so reporting may vary based on program implementation. Grantees report on:
- How funds have been spent to date.
- Progress on funded projects and programs.
- Demographics that show who has benefited from PCEF investments.
PCEF has already created tangible benefits to Portlanders who need it most. We are proud to share this data in the following dashboard to demonstrate the impact of the fund so far. The data reflects totals to date for RFP 1, RFP 2, Cooling Portland, and some elements of the Climate Investment Plan that have already been implemented.
