Approximately 700 City of Portland employees are represented by the Portland Fire Fighters’ Association under its two Collective Bargaining Agreements.
Employees Represented
- Portland Fire Fighters’ Association (PFFA) – Approximately 680 employees.
- Community Health Medics (CHM) – Approximately 25 employees.
Primary Work Areas
PFFA represents non-command-related sworn members of the Fire Bureau, as well as the City’s Community Health Staff under a separate contract.

- Authorize Letter of Agreement with the Portland Fire Fighters' Association, International Association of Fire Fighters Local 43 to add Field Training Officer premium pay for Community Health Medical Responders assigned to train and coach new Community Health Medical Responders in the Community Health Assess and Treat program
- Ratify a collective bargaining agreement with Portland Fire Fighters' Association relating to the terms and conditions of employment of represented employees in the Community Health Unit of Portland Fire & Rescue for 2023-2026
