The City and City of Portland Professional Workers Union (CPPW) successfully reached a tentative agreement on their first contract on May 22 - a significant milestone.

The tentative agreement is for 2.5 years but includes a provision to re-open four articles (including wages) in January 2026. It designates $6.7 million in new, ongoing spending and the equivalent of $2.7 million in additional paid leave during the next 2.5 years, as well as $1.1 million in one-time spending for FY 2025-26.
Key highlights include:
- A 2% increase for all members, not to exceed the top of the pay range.
- A one-time bonus of $1,000 per member.
- A 2.4% cost-of-living adjustment effective July 1, 2025, for all members.
- Additional paid time off, including -
- 3 additional personal days annually for fully in-person roles,
- Up to 40 hours of paid leave for FLSA exempt employees to be used during calendar year 2025, and
- A new leave bank to use for tribal or immigration matters.
- A $165,000 Professional Development Fund per year.
- Standby pay for select positions in emergency management, environmental services, and police.
- Increased shift differential rates.
The City of Portland Professional Workers is the City’s newest union and one of the largest, with over 800 members. CPPW members are in every service area, with the largest numbers in Transportation, Environmental Services, Water, Parks, Planning & Sustainability, and Budget & Finance.
The City’s labor relations team works closely with 15 bargaining units, which together represent more than 80 percent of the City’s 7,500-person workforce.
CPPW and Portland City Council are anticipated to give final approval on the new contract in the coming weeks.
