IPR employees to return to work; City and AFSCME resume mediation Monday

Employees of the City's Independent Police Review (IPR), represented by AFSCME, ended their three-day strike today and will return to work on Monday, Nov. 10.

The City of Portland and AFSCME will also resume mediation on Monday as part of ongoing efforts to reach agreement on a new labor contract.

The primary issue in dispute has been the union's request for guaranteed placement of IPR employees into positions within the Office of Community-based Police Accountability—the new office within the Police Oversight System approved by Portland voters in 2020. Staffing decisions for the new office are the responsibility of its Director under City Charter.

The City is optimistic that continued mediation will bring meaningful progress toward an agreement.
