Following a three-day strike, the City of Portland and AFSCME, representing 11 Independent Police Review employees, reached a tentative agreement on a new labor contract. A ratification vote by Portland City Council is anticipated by the end of the calendar year.

Following the conclusion of a three-day strike, the City and AFSCME, representing the 11 members of the Independent Police Review (IPR), reached a tentative agreement on a new contract.

In addition to previous assurances, the tentative agreement includes a new provision for IPR employees to defer external hiring for the new Office of Community-based Police Accountability until all interested IPR members have been interviewed by the Director and a decision has been made.

Key highlights of the Tentative Agreement include:

  • Employees will be given six-month advance notice of proposed hiring
  • City will urge OCPA Director to hire current employees of IPR and support them as they apply for jobs within OCPA or elsewhere in the City
  • External interviews and hiring will be deferred until all interested IPR members have been interviewed by the OCPA Director and a decision has been made
  • For those who do not receive an offer within the OCPA, employees will be guaranteed placement into vacancies or new positions will be created performing substantially equivalent work
  • Employees will not receive a rate of pay lower than their existing rate in any new role
  • Employees will not be required to serve a probationary period in any role
  • Employees who choose to be laid off will receive paid administrative leave for the 30 days prior to the effective date of the layoff
  • City commits to future negotiations with a new bargaining unit, AFSCME-OCPA
  • Eligible employees will receive retention bonuses for each year of the agreement

The City's labor relations team works closely with 15 bargaining units, which together represent more than 80 percent of the City's workforce.

IPR and Portland City Council are anticipated to give final approval on the new contract before the end of the calendar year.
