Employees Represented

  • AFSCME – Approximately 1050 employees.
  • Independent Police Review (IPR) – Approximately 11 employees.
  • Auditor’s Office– Approximately 25 employees.

Primary Work Areas

AFSMCE represents employees across almost every workgroup within the City in positions ranging from Customer Service Representatives and Office Support Specialists to Utility Workers and Public Works Inspectors.


Contract Status 

  • Note: AFSCME currently operates under the DCTU CBA until its expiration, whereupon they will be covered under their own CBA.

Bargaining Updates 

October 11, 2024:

To date the City has found much common ground with the AFSCME bargaining unit towards the new CBA. Among the 21 articles for which we have achieved tentative agreements, the City is providing:

  • Advance notice for schedule changes for employees.
  • Sell back vacation leave to the City for a cash payout once per year.
  • Utilize vacation leave for personal emergencies.

The City has the interest to maintain the quality wages and benefits for all our employees. However, the union has requested more than a 37% increase in wages and benefits beyond their regular step increases and guaranteed Cost of Living increases. These increases would force the City to cut services in our community. We hope that as negotiations move forward, that our labor partners in AFSCME are committed to engaging with the City in realistic discussions about how to maintain services in a fiscally responsible manner. 

The parties agreed to move to mediation on October 11th, with the first mediated session scheduled for December 12th.
