Veterans' Preference

Veterans' Preference Update 
Effective January 1, 2026, the State of Oregon law ORS 408.225 - 408.238 is amended to expand eligibility for Veterans' Preference to current and former Oregon National Guard service members. SB 808 is a bill that passed during Oregon's recent legislative session to now include current and former members of the Oregon National Guard under the existing veteran and veterans with a disability definitions. This change supplements existing hiring preferences for veterans of the Armed Forces of the United States applying to, or seeking promotion in, civil service positions.

What This Means for Applicants 
This does not require different certification requirements than the City of Portland's HRAR 3.07 for Veterans' Preference currently requires. If applicants are existing state or former Oregon National Guard servicemembers, they are encouraged to attach appropriate documentation to their future recruitment applications. Percentage points for servicemembers are 5 or 10 pending a disability status and will be granted during the application stages consistent with existing city processes. 

 

If you are requesting Veterans' Preference, please attach a copy of your DD214/DD215 and/or a Veterans Administration letter stating your disability to your profile. Additionally, check the box indicating your veteran status.

If you have not previously submitted the required documentation, you must request Veterans' Preference and provide the necessary documents. All Veterans' Preference documentation must be submitted by the recruitment's closing date and time.

As of March 3rd, 2025, if you made the eligible list and met the eligibility to receive veteran preference, you will no longer need to submit veteran documents for future recruitments.
