The City of Portland provides health benefit programs to eligible employees and their qualified dependents. The City’s plans and coverage are compliant with the Affordable Care Act and other state and federal law.

Which Plan Applies To You?
There are different groups for City Employees benefit plans: one for LMBC employees and one for PPA-PPB employees. Your plan depends on your job and union affiliation.
Two committees - Labor Management Benefits Committee (LMBC) and the Portland Police Association – Portland Police Bureau (PPA-PPB), - meet year-round to recommend employee healthcare plan designs to City Council.
- LMBC covers all non-represented employees, and those employees represented by PROTEC17, DCTU, PFFA, PPCOA, PPA-BOEC, AFSCME, PCL, and LiUNA.
- PPA-PPB covers specific employees represented by Portland Police Association.
To make sure you’re reviewing the right information, only look at the plan that applies to you. If you’re not sure which group you belong to, ask your supervisor or contact the City of Portland Benefits team for help.

How does the City decide what benefits to offer employees?

The Portland Police Association – Portland Police Bureau (PPA-PPB) Board, makes plan design recommendations specifically for employees represented by Portland Police Association.
City Council has the final authority to approve changes to our medical, dental and vision employee benefit plan design for employees and their dependents each year. The Bureau of Human Resources does not make changes to benefit plan designs unless required for administrative reasons.
On April 16th. City Council voted to approve the 2025-2026 Benefits Plans for both LMBC and PPA-PPB.
