Changes to credit and debit card processing fees

Starting June 3, 2025, customers who use a credit or debit card to pay their sewer, stormwater, and water bill will pay a 2.95% processing fee. To avoid this fee, customers can make an electronic payment directly from their bank account. Learn more.

Environmental Services is proposing changes to the Stormwater Management Manual. The public comment period was open from July 15 to August 19, 2024. The implementation of the new manual has been delayed, and we anticipate a new effective date of early 2025.

The City of Portland adopted 2020 editions of the Stormwater Management Manual (SWMM) and Source Control Manual (SCM). The new editions of the manuals are in effect starting Dec. 14, 2020.
