Proposed Changes to ENB-4.33: Use of CIPP Lining for Laterals in Right-of-way

This rule was adopted in 2017 to establish the City’s policies regarding the use of Cured-in-Place Pipe Lining, or CIPP lining, to repair private sewer lines and laterals within the right-of-way or in a public sewer easement that are not the City’s maintenance responsibility as prescribed in PCC Chapter 17.32.

CIPP is a trenchless method of repair that involves a resin-impregnated tube inserted into an existing host pipe, such as a sewer lateral, and expanded to tightly conform to the pipe wall.

What is Changing and Why?

The primary driver for this update is to include polices that will allow Environmental Services to consider a broader range of CIPP-related products. Other updates serve to align the rule with current city design and construction standards and improve the transparency regarding permitting processes as they relate to meeting the requirements of associated ENB-4.17.

Changes to ENB-4.33 will:

  • Remove outdated policies and align the rule with current City design and construction standards.
  • Make transparent the decision-making criteria BES will use when:
    • Approving CIPP lining systems.
    • Confirm contractors as an approved CIPP installer; and,
    • Review, issue, and finalize sewer permits from Environmental Services involving CIPP lining.
  • Remove policies that may inadvertently limit the range of manufacturer products and installation methods that will be accepted.
  • Add criteria allowing BES to consider manufacturer submittals for CIPP-related products that do not require end seals.
  • Improve costumer readability and overall ease of use by reorganizing, consolidating, and grouping policies by related subject matter
  • Improve transparency and customer predictability regarding the rules connection to the permitting policies administered through Environmental Services' Administrative Rule ENB-4.17.
