Proposed Changes to ENB-4.17: Sewer Connection and Lateral Repair Permitting

This rule was adopted in 2007 to establish Environmental Services' permitting requirements for performing work in the public right-of-way or public sewer easements involving new sewer lateral connections (UC permits) and repairs to existing sewer laterals (UR permits).

What is Changing and Why?

Updates to the rule are needed to align the rule with current city design and construction standards and improve transparency regarding the decision-making criteria Environmental Services will use when reviewing, issuing, and enforcing UC and UR permits.

Changes to ENB-4.17 will:

  • Improve costumer readability, predictability, and overall ease of use by consolidating and grouping policies by related subject matter.
  • Update terminology to provide consistency with City code, rule, related sewer design and construction documents, and permitting software.
  • Provide guidance on recognizing the limits for privately maintained laterals within the public ROW or a public sewer easement.
  • Clarify activities and policies applicable to UC permitting vs. those for UR permitting.
  • Remove policies pertaining connection requirements on private property that are subject to Oregon Plumbing Specialty Code (OPSC).
  • Clarify that UC and UR permits are subject to enforcement under BES Administrative Rule ENB-4.15.
