The 2020 Source Control Manual became effective Dec. 14. The manual sets City policy for drainage and discharges resulting from development and post-development activities for site-specific activities like waste storage, loading and unloading, exterior storage and processing, and dewatering.
The City of Portland 2020 Source Control Manual (SCM) became effective Dec. 14, 2020. The manual provides policy that governs drainage and discharges resulting from development and post-development activities or specific site uses. The manual identifies best management practices for how to build, operate, and treat wastewater and stormwater to prevent pollution and spills. The manual covers site-specific activities like waste storage, loading and unloading, exterior storage and processing, and dewatering. Portland City Code Chapters 3.13,17.34,17.38, and 17.39 and Administrative Rules authorize the SCM.

Manual Figures
- Site Activity Figures. Find diagrams for best management practices and requirements on how to design and operate site activities including waste storage; food cart pods; covered vehicle parking; material transfer and loading docks; aboveground storage, processing, and transfer of liquids; fuel dispensing; equipment and vehicle washing; equipment storage and repair; exterior storage or process of solid materials; and sites with contaminated soil and groundwater.
- Oil-Water Separator Details. Figure shows supplemental details for an oil-water separator.
- Example Spill Signage. This is an example of a spill response sign that could be placed near a shut off valve. This example includes the City of Portland’s spill reporting number and steps to contain the spill.
Manual Forms
- Construction Dewatering Discharge Application Form is required for all projects during permitting. It is used to request authorization for dewatering of construction-related or post-construction groundwater or to state the project will not require discharge. The form includes a proposed discharge location.
- Source Control Operations and Maintenance (O&M) Form is required for projects where onsite treatment is installed per the SCM requirements. This O&M must be recorded with the County as a part of the permitting process and requires a site map and maintenance procedures.
- Standard Oil-Water Separator O&M Plan (with Log) is an example of standard maintenance procedures for an oil-water separator. This plan can be included with the recorded SCM O&M Form (above) for oil-water separator treatment.
- Special Circumstances Form is used to request an alternative measure in lieu of the required SCM requirements. File this form if the project cannot meet SCM requirements because of zoning, site constraints, or other conflicting regulations.
- Notice of Conditions Form is used for post-construction groundwater. The ongoing discharge is recorded against the property deed in order to inform future property owners of the discharge.
