The City of Portland is the authorized agent for the Oregon Department of Environmental Quality (DEQ) in receiving National Pollutant Discharge Elimination System (NPDES) General Industrial Stormwater Permit (permit) 1200-Z applications and administering the permits for sites within the City of Portland. How to apply
The application packet preparation will take several weeks and must contain all the following when submitted to the City.
- Land Use Compatibility Statement (LUCS)
The LUCS is processed by the City’s Bureau of Development Services (BDS) Planning & Zoning Team. Applicants should submit the LUCS immediately as the review process may take several weeks. The LUCS submitted with your 1200-Z permit application must have an original signature.- Find the LUCS form on DEQ’s website or in the packet linked below.
- Find current BDS land use review fees.
- Storm Water Pollution Control Plan (SWPCP)
The SWPCP must be developed in accordance with Schedule A of the permit. The SWPCP describes the stormwater drainage at your site and the best management practices that will be employed for reducing pollutants in stormwater runoff. The SWPCP can take several weeks to research and develop, so do not wait for your application deadline to complete this task. The SWPCP must be submitted with an original signatory certification in accordance with 40 CFR 122.22. Find plan guidance.
- SWPCP Checklist
The checklist must accompany the SWPCP. The City uses the checklist during the review process to ensure that your SWPCP meets all the conditions of the stormwater permit.
- Application for the NPDES Industrial Stormwater General Permit
Read the instruction sheet for assistance in completing the application. The application form must be submitted with an original signature of a legally authorized representative. Contact the Environmental Services Industrial Stormwater team if you need additional assistance.
- Check made payable to the City of Portland for the amount of $2,898
This covers fees for the permit application of $1,429 (effective Nov. 1, 2023) and the first year’s annual fee of $1,469.

What to expect after submitting your application
The City’s Industrial Stormwater Program will process the application packet, request revisions if necessary, and submit the materials to DEQ.
DEQ will post the application for a 30-day public comment prior to assigning coverage under the permit.
DEQ will notify you directly once coverage has been assigned and the City will issue you a monitoring requirements letter. Once your coverage has been assigned, you are responsible for complying with the permit requirements. Your city permit manager, identified in your monitoring requirements letter, is available to answer any compliance questions you may have.
