When should I submit my Self-Monitoring Report (SMR)?
Submit your SMR by the 15th of the month following your reporting period. If you are submitting results or certifications for the entire previous month or reporting period, please wait until the 1st of the following month to ensure complete data. Submitting your report as soon as possible after the reporting period reduces the risk of late submission.
When am I required to notify the City?
You should notify the City in the following situations:
- Exceedances: Contact your Permit Manager within 24 hours of becoming aware of a violation.
- Moving: Notify your Permit Manager as soon as you are aware of this change.
- Closing: Notify your Permit Manager as soon as you are aware of this change.
- New Treatment System: Notify your Permit Manager as soon as you are aware of this change.
- Change of Ownership: Notify your Permit Manager as soon as you are aware of this change.
- New Authorized Representative: Notify your Permit Manager as soon as you are aware of this change.
- Spills: In the event of slug loading or an accidental spill that enters the City’s collection system, call the Environmental Services Pollution Control Hotline at 503-823-7180. This is a 24-hour hotline available 7 days a week. A formal written report must be submitted to the City within 5 days of the incident. Learn more about spill prevention and response plans.
Can the City recommend contractors or treatment systems?
No, Environmental Services Industrial Wastewater Permitting cannot provide recommendations for service contractors or treatment systems.

Environmental Services Industrial Wastewater Permitting sends forms and surveys to permitted and unpermitted industries. Unpermitted industries may receive surveys and permit applications, while permitted industries typically receive permit applications. For assistance:

How can I prepare for an upcoming inspection?
- Inform inspectors of any personal protective equipment required.
- Be prepared for an inspection of all parts of your facility that generate and process wastewater and where the wastewater terminates/is discharged.
- Ensure that three years of applicable paperwork and hauling service records are available for review and are easily accessible. If originals are stored off-site, ensure a copy is on-site.
- Make sure hazardous waste is properly labeled and removed at appropriate intervals. Review maintenance manifests for comments and recommendations.
- Have the necessary tools and access to inspect your point of compliance, if applicable.
