SW 45th and Vermont Creek Culvert Replacement Project

Environmental Services is in the early stages of design on a culvert replacement project on SW 45th Avenue between Vermont St. and Multnomah Blvd. This project is part of a larger effort to improve water quality in SW Portland.
Design is currently underway and construction is anticipated to begin in the summer of 2027 and take 6 months to complete.

What's Happening Now

Over the next year, work crews will be in the study area to perform investigative activities. Activities include site visits and evaluation, survey, soil sampling, utility locates, culvert cleaning and inspection. Some investigative activities will require restricting parking and closing travel lanes. The traveling public should expect minor traffic delays. Information gathered will help determine the replacement method, stormwater management methods, and how to minimize construction impacts on residents and businesses.

Project Background

Inspection a culvert that runs across SW 45th Avenue was found to be in poor condition and in need of replacement. Replacing this culvert will restore critical infrastructure that helps reduce flooding in the area which will result in improved water flows and quality.
