SE 51st Ave Sewer Project

Label: Sewer and stormwater
Label: Active
Environmental Services is finishing a project that installed approximately 379 feet of public sewer pipe on SE 51st Avenue, north of SE Division Street. This corrected a nonconforming sewer connection, increases sewer capacity in the area, reduces backups, and helps prevent street flooding.
Construction began in June and should be finished by mid-August 2026.

Project Area

The project is located on SE 51st Avenue just north of SE Division Street.

Pipe work is happening on SE 51st Avenue starting at SE Division Street and running north about mid-block. Four maintenance holes are spaced evenly along the pipe work, and a dashed line showing the abandoned pipe location is parallel with SE Caruthers Street.

What's Happening Now

Construction is nearing completion and is expected to wrap up by mid‑August. Typical work hours are 7 a.m. to 6 p.m., Monday through Friday. Saturday work may occur if needed.

Week of July 27

  • Crews will form and pour concrete for sidewalks and curbs affected during construction.
  • Preparation begins for paving SE 51st Ave from south to north.

Week of August 10

  • Curb‑to‑curb paving of the construction area along SE 51st Ave (south to north).

What To Expect During Construction

Construction creates noise, vibration, and dust and can disrupt normal neighborhood activity. We want you to be safe around the work site. Please keep children, pets, bikes, cars, and trucks away from the tools, machines, supplies, and construction workers. A city inspector will be on-site during work hours and may be able to assist you with construction concerns. Inspectors typically wear a hard hat and safety vest with "City of Portland" on the back.

Visit portland.gov/bes/constructionimpacts to learn more about what to expect during construction.

Tree Replacement

Two new street trees will be planted in the public right-of-way at no cost to the adjacent property owner. Environmental Services and Urban Forestry are working with the property owner to select the appropriate trees that are approved for locations with high-voltage power lines.

Street Restoration Improvements

As part of this project, Environmental Services will repave SE 51st Avenue curb-to-curb in the area where construction occurs. The existing pavement will be removed and replaced with new asphalt across the full width of the street to restore the roadway after sewer installation.

Construction Methods

Crews will install sewer pipes in SE 51st Avenue using open trench excavation. Learn more at Portland.gov/BES/OpenTrench.
