Project Area
This project will take place at the intersection of NE 31st Ave and NE Multnomah St between NE Sandy Blvd and NE Wasco St. These improvements will reduce the possibility of sewage releases to homes, business, streets, and rivers by increasing the capacity of the sewer system. See map for project boundary details.

General Schedule
Construction is anticipated to begin in April 2023 and will take up to five months to complete. The contractor will notify nearby residents before construction.
Construction Methods
The City’s contractor will use open trench excavation. Open trench excavation consists of digging down to and exposing the existing pipe, removing the existing pipe or repair a section of it, installing a new pipe or a section of new pipe, backfilling the trench, and apply a temporary asphalt patch. Permanant trench paving will occur after construction is complete.
What to Expect Before Construction
Leading up to construction, crews will be in the project area periodically to perform investigative activities including site visits and evaluation, survey, soil sampling, utility locates, pipe cleaning, and inspection.
Some investigative activities will require restricting parking and/or closing travel lanes. The traveling public should expect minor traffic delays. Information gathered will help determine the repair locations, and how to minimize construction impacts on residents and businesses.
What to Expect During Construction
- Work Hours: Work will occur Monday through Friday between 7:00 a.m. and 6:00 p.m.
- Local Access: Local access to all properties will be maintained, but construction activities may impact or delay normal use of your driveway. Please allow for extra time for our crews to make the area safe before entering or leaving the construction area.
- Traffic Delays: You should also expect traffic delays in and near the work area. Please observe traffic control devices and signs and follow the directions of flaggers if present.
- Parking Restrictions: On-street parking will be restricted in and near the work zones to create a safe work environment and to stage equipment and materials.
- Equipment Storage: Some equipment and materials may be stored overnight on your street, nearby streets, or other public right-of-way areas.
- Noise, Vibration, and Dust: Construction creates noise, vibration, and dust.
- Periods of Inactivity: Work could be conducted in multiple phases. A variety of factors, including conditions underground, weather, subcontractor schedules, and availability of materials may cause periods of inactivity.
- Maintained Service: Water and other utilities will remain in service during construction.
