N Going and Greeley Sewer Project

Environmental Services is designing a project to install and replace public sewer pipes along N Going Avenue, N Going Court, N Humboldt Street, and N Greeley Street. Replacing and repairing the aging and damaged sewer pipes will help protect public health and the environment.
This project is currently in design and construction is not anticipated to begin until the summer of 2024.

The existing sewer pipes are in very poor condition and at risk of failure. This project will feature six primary improvements:

  • Pipe abandonment along the Madrona Park bluff using grout to fill the pipe.
  • New pipe installation in N Greeley using open trench excavation.
  • Pipe replacement southeast of Adidas from N Delaware with open trench excavation.
  • Pipe repair along N Delaware next to Adidas (from Alberta) using a trenchless method.
  • Pipe repair in N Going between N Greeley and N Concord, using a trenchless method of repair.
  • Pipe replacement along N Humboldt St from Adidas to N Gay Ave with open trench excavation.

Project Area

The map below illustrates the project area where sewer repair will take place. This project is in the Overlook Neighborhood and is along N Greeley Avenue, N Humboldt Street between N Delaware Avenue and N Gay Avenue, N Going Court, and N Going Street.

Schedule

Environmental Services is in the design process, focusing on investigating existing conditions, collecting field data, identifying necessary public sewer improvements, and determining construction methods. Construction is anticipated to begin in the summer of 2024 and may take up to a year and a half to complete.

Utility Locates and Drilling on N. Delaware Avenue in December

In late November, crews will paint markings in different colors on N Delaware Avenue between N Alberta and N Humboldt Streets. They may also place small flags in the ground, or wooden stakes with ribbons, to indicate the presence of underground utilities. Each color has meaning and indicates what utility is present. A list of the colors and meanings can be found at portland.gov/bes/pre-construction.

In several locations, crews will also collect soil samples for geotechnical and environmental analysis. They will use vacuum excavators and drilling equipment to complete this work.

What to Expect

Utility locates and drilling are scheduled to occur between 7:00 a.m. and 6:00 p.m., Wednesday, December 13 and Thursday, December 14. Each location may take several hours. Work crews will drill eight-inch-wide holes in the street to collect soil samples and fill the holes immediately after drilling is completed. There may be brief periods of noise, dust, and mild vibrating during drilling.

While local access to the sidewalk near Madrona Park will be always maintained, pedestrians may be directed to take alternate routes through the area.
