Environmental Services—your sewer and stormwater utility—is constructing a project to replace an aging culvert underneath a driveway of Fred’s Marina. The new culvert will improve water quality, remove invasive vegetation, and restore important fish passage and habitat.
Construction began in July, 2024 and is expected to take about six months to complete.

What's Happening Now

Work began in July of 2024. Construction hours for this project are expected to be 7 a.m. to 6 p.m. Monday through Friday, with some work possible on Saturdays if needed.

All work is weather dependent, and the schedule below is subject to change. Please visit the construction methods webpage to learn more about types of construction methods being used.

Week of September 9

The following work is expected to occur:

  • Install temporary access bridge and road.
  • Install water management barriers.

Week of September 16

The following work is expected to occur:

  • Remove and relocate aquatic species in the work area.
  • Relocate utilities.
  • Begin removing old culvert.

Week of September 23

The following work is expected to occur:

  • Begin installing new culvert.

What to Expect During Construction

We want you to be safe around the work site. Please keep children, pets, bikes, cars, and trucks away from the tools, machines, supplies, and construction workers. A city inspector will be on-site during work hours and may be able to assist you with construction concerns. Inspectors typically wear a hard hat and safety vest with “City of Portland” on the back.
