Environmental Services is developing a plan for the sanitary and stormwater sewer system in the northern portion of the Kerns Neighborhood in NE Portland. This planning effort will protect public health and the environment by identifying repairs and improvements to the neighborhood system.
Investigations of current conditions and planning for potential sewer and stormwater repairs and improvements began in the summer of 2023 and will continue through mid-2026.

What's Happening Now?

Planners, modelers, and engineers are investigating the capacity and condition of pipes in the northern portion of the Kerns neighborhood and identifying opportunities to repair and upgrade the sanitary and stormwater management system. Throughout 2024 and 2025, you may see crews in the area doing site surveys, videotaping pipes, taking soil samples, conducting geotechnical surveys, and other investigative activities.

Please Take the Basement Moisture Survey

Help our planning team better understand how well our sanitary and stormwater system is working in your neighborhood. If you’ve had moisture or backups in your basement, please tell us about it by filling out  the basement moisture survey. Your response to this survey will help us identify areas where sewers have backed up into basements or areas where groundwater has seeped into basements. This information helps Environmental Services plan future projects.
