Kenton Outfalls Stormwater Improvement Project

Environmental Services is designing a project to capture and treat stormwater before it enters the Columbia Slough via several outfalls North of Columbia Boulevard. This protect will protect public health and the environment by reducing pollutants in stormwater entering the Columbia Slough. 
This project is currently in the design phase. Construction is expected to begin in 2028.

This project is part of a larger effort to protect the Columbia Slough from erodible solids and associated pollutants that may flow into the slough from stormwater that runs off Columbia Boulevard, other City rights-of-way, and adjacent properties in the Kenton Neighborhood including industrial and commercial facilities.

Project Area

The project will focus on Columbia Boulevard between North Chautauqua Boulevard and N Mississippi Avenue. The project may also include green streets or other stormwater infrastructure located further upstream in the Kenton Neighborhood.

Planning is now complete. Design work is currently underway. Construction is expected to occur in 2028.

What's Happening Now

The project team is developing designs for stormwater improvements along Columbia Boulevard and in the Kenton Neighborhood. Potential solutions include green streets and sedimentary manholes, new pavement treatments that allow stormwater to sink in to the ground instead of running off into the Columbia Slough, and potential changes to how private properties manage their stormwater. Design is in the very preliminary stages. More details on the type of work and locations will be available in 2026.

During design, crews will be in the project area conducting various investigations to collect data on slopes, utility locations, soil conditions, and other important information. Activities may include locating underground utilities and marking them with paint or small flags, surveying the land and taking various measurements, and drilling holes in the street to collect soil and pavement samples. Some investigative activities will require restricting parking and closing travel lanes. Information gathered will help determine construction methods and locations, and how to minimize construction impacts on residents and businesses.
