Portland Harbor Community Grant Selection Criteria

Learn about the criteria the review panel will use to evaluate grant applications.

A review panel made up of community members and City staff with knowledge of and experience with community involvement will review and evaluate applications on:

Proposal’s alignment with the Portland Harbor grant program funding goals. How well the proposal meets the program goals to:

  • Support ongoing and new leadership of BIPOC communities in public participation processes related to the Portland Harbor Superfund cleanup.
  • Strengthen community understanding of and capacity to engage in scientific, technical, policy, and process topics related to the cleanup of the Portland Harbor Superfund.
  • Foster new and strengthen existing relationships and collaboration between community organizations and the City of Portland on Portland Harbor Superfund-related topics.

Clear description of what applicant hopes to achieve and the activities they will conduct to achieve it.

  • Activities are clearly defined.
  • Connection between proposed activities and goals is clear.
  • Applicant demonstrates knowledge, experience, and skills necessary to conduct activities.

Clear demonstration of supporting leadership and meaningful involvement of BIPOC. Examples:

  • BIPOC individuals are in leadership positions.
  • Centers needs and priorities of BIPOC communities.
  • Meaningful partnership with BIPOC-led groups.

Creation, promotion, or strengthening of new or existing community relationships/partnerships.

  • Examples of past collaborations.
  • Demonstration of knowledge of community.
  • Letters of support from partner organizations for proposed work.
  • Explanation of how they will build and/or strengthen relationships among community members, groups, and organizations.
  • Discusses how they will foster ongoing partnerships and collaboration among community members, groups, and organizations.

How applicant’s proposed approach and activities will achieve grant program goals to:
