Sanitary Sewer User Charges

Discounts

Single-family financial assistance

  • Tier 1: -$47.05 per 30 days for eligible single-dwelling ratepayers only

Clean River Rewards

Discounts are available for ratepayers that manage stormwater on their properties. Discounts are limited to 35% of the total stormwater management user charge.

Regulated Affordable Multifamily Assistance Program (RAMP)

  • Tier A: 50%
  • Tier B: 35%

Smart Discount Program

The Program will offer targeted, percentage-based discounts using the factors and data analyzed. Discounts will range from five percent (5%) to eighty percent (80%).

System Development Charges (SDCs)

All development projects that create new or increased demand on the public sewer and drainage system are subject to sanitary and stormwater system development charges (SDCs), except for additions and alterations to existing single- and multi-dwelling residential developments that do not add new dwelling units.

This charge covers costs associated with maintaining, operating, and building major sewer and stormwater facilities and treatment plants. The total charge varies based on the number of drainage fixture units. Multi-family and commercial properties pay more depending on how many units they have or their demands on the sewer system.

Note: Permits for newly created housing units issued from August 15, 2025, through September 30, 2028, may be exempt from SDCs under certain conditions. Learn more about those exemptions and whether they may apply to your project.

Sanitary SDCs rate

  • Tier 1 Occupancies: $572 per drainage fixture unit
  • Tier 2 Occupancies: $763 per drainage fixture unit
  • Tier 3 Occupancies: $1,308 per drainage fixture unit

Determining your sanitary SDC

All sanitary SDCs are calculated on a tiered rate structure by multiplying the net new number of DFUs by the rate (published above) for the appropriate occupancy tier.

Sanitary SDC rate tiers by occupancy type are outlined below. These rate tiers are established by Environmental Services and reflect the Bureau's assessment of water usage per DFU by occupancy type.

  1. Residential developments. SDCs for residential units, including those within mixed-use developments, are charged 60-percent of the Tier 1 rate per DFU.
  2. Mixed-use developments. SDCs for mixed-use developments are based on the combined total of all SDCs calculated for each occupancy type and tier.
  3. Change in occupancy. SDCs are calculated by multiplying the net increase of DFUs by the SDC rate tier corresponding with the new occupancy type.     
  4. Part-year usage. Educational institutions that can demonstrate to the satisfaction of the City that the development will require public water service for nine months or less of the year may request up to a 25 percent discount on their sanitary SDCs.
  5. Occupancy types not listed. The City will evaluate occupancy types not listed in Table 1 on a case-by-case basis and assign a rate tier consistent with occupancy types having similar water usage and sanitary flows.

Determining your stormwater SDCs

Stormwater SDCs for residential and commercial development are based on the net increase of impact on the storm system using measured square feet of stormwater billable area on a site. The City will calculate the stormwater SDCs by multiplying the development's net increase of stormwater billable area by the stormwater SDC rate.
