The Portland Online Permitting (POPS) Program modernized the City of Portland's permitting system into an online, enhanced customer service delivery system. Learn more about this important project.
The City’s Development Services process is collaborative and involves seven bureaus working together to achieve efficient review and coordination of development projects. Review the POPS Program Charter.
POPS is comprised of five distinct projects, including:
We upgraded the outdated and unsupported TRACS permitting software to version 7, called AMANDA, while retaining functionality and business processes. AMANDA provides a stable and supported platform to build on for future improvements. It launched in Q1 2020.
Development Hub PDX
Also called DevHub, our public portal allows customers to apply, pay, and schedule inspections for many permits online. Development Hub PDX launched in Q3 2019.
PDX ePlans (Electronic Plan Review)
This project implemented ProjectDox software to transition our paper processes to digital plan review. Process managed projects have been using ProjectDox since late 2019 and New Single Family Residential projects are expected to do so in the future.
We automated and optimized the assignment of daily inspections to inspectors based on skills, geography, and availability. The system allows for managers to customize the automated assignment to support exceptions and special cases. We began using Inspection Scheduling software in 2019.
This is a mobile device app that works with AMANDA permitting software. Ideal for use by inspectors in Permits and Code Enforcement while in the field to manage and record results of inspections in real-time.
The public conducts much of their daily business online via smart phones and tablets, using a variety of applications and Development Services will utilize these technologies to streamline the permitting and inspections process.
