Interim noise control rule on construction activities due to heat

Effective May 15, 2024, construction activities may begin at 6 a.m. Monday through Saturday without a noise variance when the temperature predicted by the National Weather Service is expected to exceed 85 degrees Fahrenheit by 3 p.m.

This interim rule will be in effect for 120 days.

Construction companies choosing to begin work early due to heat must email the Noise Control Office at variances@portlandoregon.gov and notify neighbors within a 500-foot radius of the construction site about the planned 6 a.m. start during high heat within 3 to 5 days.

This interim rule excludes pile driving, concrete saws, jackhammers, rock crushers and Vactor trucks.

This interim rule does not apply to Sundays and legal holidays.
