The Bureau of Development Services and our partner bureaus are working hard to improve our customers’ experience, including making our processes more efficient and user-friendly, and ensuring our services are accessible to all members of our community, including offering expanded online services.

We’re dedicated to improving the speed and quality of service for all permit types. For example, we are currently working to create a special internal review track for small project permits that customers used to apply for “over-the-counter” in person in the Development Services Center. We appreciate your patience and feedback as we strive to meet the needs of our customers and support Portland’s economic recovery.

As we prepare for the public’s re-entry to the Development Services Center, we will share more information as it becomes available, including a date for staff and customers to safely re-enter City buildings. Our preparation for re-entry includes re-designing the Development Services Center at 1900 SW Fourth Avenue to better help our customers get permits for their projects. In-person services will include 15-Minute Appointments (available on Tuesdays and Thursdays) in the Development Services Center and staff available (on Mondays through Fridays, between 8 a.m. and 4 p.m.) to help you schedule an appointment. Kiosks will also be available for customer use to conduct property research, schedule an appointment, or apply for a new permit via Development Hub PDX.

We look forward to inviting you back into the Development Services Center. Until that happens, you can always access the following services online:
