Expiration Date Extension Project and Central City 2035 Plan Re-Adoption

The Portland City Council recently adopted two projects that will have impacts on expiration dates and development in the Central City Plan District. Both projects will go into effect on August 10, 2020.

Service Update

The Central City 2035 Plan is a new land use, transportation and environmental plan to manage growth and development in Portland’s urban core. It was adopted in June 2018 and went into effect in July 2018. The plan was appealed to the Land Use Board of Appeals and eventually remanded back to the city to address items identified in the court rulings. The Central City 2035 Plan was re-adopted by City Council on July 8, 2020, with the same code and maps as the original version. The updated Findings report and re-adopted CC2035 Plan are available on the CC2035 Plan project webpage.

The Expiration Date Extension Project includes code amendments that would extend some land use reviews and pre-application conferences, maintain inclusionary housing rates and allow virtual neighborhood meetings. The intent of the project is to provide relief to applicants impacted by COVID-19 and the resulting economic disruption. The plan can be viewed through the document below:
