Field Issuance Remodel (FIR) Week of June 8
The Bureau of Development Services is committed to protecting public health and is changing the ways we deliver services in order help slow the spread of COVID-19 while also supporting the economy and people’s livelihoods.
The Development Services Center is temporarily closed to walk-in traffic in compliance with Governor Brown’s Executive Order. FIR Permit/Plan Submittals
ALL residential permit submittals for additions, alterations and accessory structures allowed in the FIR program are being accepted as of May 4, 2020.
Please reach out to your FIR Inspector to discuss the options for submitting your permit application and plans. We are accepting digital plans in PDF format with a maximum of 20 pages, please email them directly to your FIR inspector. We have been and will continue accepting paper plans that exceed 11x17 size or the maximum 20 pages allowed for PDF format.
If you are new to the program or don’t know who your assigned inspector is please submit your application by email at BDSFirPermits@portlandoregon.gov, an inspector will follow up with you within 48 hours.
**IMPORTANT! Please keep in mind, FIR permit review timelines will be impacted if they require review by other review partners (i.e. Land Use, Structural, BES, Water, PBOT, Urban Forestry) during the COVID-19 Executive Order. We appreciate your patience.
FIR Permit/Checksheet Submittal Drop Off
Communicate with your FIR Inspector to determine if drop off is required for your specific project. Drop off’s are by APPOINTMENT ONLY and MUST be arranged with our FIR Inspector. Checksheet responses/plan submittal drop-offs are by appointment ONLY and accepted between 9 a.m. – Noon, Monday through Friday. Please call at 503-823-6691 when you arrive. Development Services Building still remains closed to the public at this time.
FIR Inspections
All inspection requests are scheduled directly with the assigned FIR Inspector, NOT THROUGH THE IVR SYSTEM. Your FIR Inspector will contact you to confirm your inspection request.
Residential Inspections including the FIR program is putting the following business practices in place during the COVID-19 health emergency to protect the health of our inspection staff and customers.
- We are temporarily postponing non-critical inspections that require entry into occupied homes in an effort to protect our staff and customers.
- If there is anyone exhibiting signs of illness at the inspection site, we ask that customers wait to schedule their inspection until at least 72 hours after symptoms have passed.
- Inspections in occupied homes can be performed using various methods including Facetime, Skype, Video, etc. If any inspection MUST be conducted on site, Please contact your FIR Inspector to arrange and coordinate your inspection following necessary CV-19 inspection protocols before inspector arrives onsite.
