Stormwater Management Manual (SWMM) and Source Control Manual (SCM) updates by Environmental Services

The Bureau of Environmental Services will publish updates to the Stormwater Management Manual (SWMM) and Source Control Manual (SCM) in early December with a target date of December 14. Both manuals will have a three-month grace period where either the old or new rules can be used for development projects.

The SWMM requires stormwater management for development projects on property or in the right-of-way that alter or construct impervious areas. The SCM requires Best Management Practices for pollutant generating activities (e.g. waste storage, fuel dispensing and exterior storage).
